North Orange Continuing Education (NOCE) has been serving the community since 1973 with free, noncredit educational programs and services to empower our community. Students enroll in NOCE’s noncredit programs to enhance basic skills, gain employable skills, prepare for credit courses, for self-sufficiency or to enhance civic participation. Noncredit programs offered at NOCE include adult basic skills (High School Diploma and Literacy Programs), English as a Second Language (ESL), U.S. citizenship, parenting, older adults, short-term vocational, and programs for adults with disabilities.
In addition, NOCE offers a wide selection of community education courses such as Kids’ College and Teen Program, fitness, home decorative arts, business skills and fine/applied arts. NOCE offers adults (18+) the opportunity to earn a high school diploma as well as nearly a dozen career education certificates. Tuition-free noncredit career certificates include the areas of administrative professional, early childhood education, electrical technology, funeral service assistant, management, medical assistant, pharmacy technician, and quality assurance for medical devices.
NOCE serves more than 15,000 students annually, ranging from preschoolers to seniors, at three Center locations in Anaheim, Cypress, and Wilshire (Fullerton) as well as over 100+ community-based locations in partnership with K12 schools, churches, community centers, senior centers, skilled nursing facilities and rehabilitation centers. NOCE is proudly accredited by the Accrediting Commission for Schools, Western Association of Schools and Colleges. NOCE is a stand-alone institution, serving as the noncredit arm of the North Orange County Community College District, which also includes credit-based Cypress College and Fullerton College. Part of the California Community College System, all NOCE courses are approved by the state of California.

The Career and Technical Education (CTE) Department at North Orange Continuing Education (NOCE) is rapidly growing in curriculum development and enrollment. Reporting to the Vice President of Instruction, the Associate Dean I will lead a variety of CTE programs, including the Parenting Program, and collaborate with departments such as Disabled Student Services and English as a Second Language to support noncredit students’ pathways to employment and further education.
This role involves participating in the Orange County Regional Consortia, overseeing the accreditation of the Pharmacy Technician program, working and collaborating in regional projects, especially in areas related to workforce development, industry partnerships, and community engagement and working with faculty to develop new certificate programs. The Associate Dean I will also coordinate district-wide CTE offerings, prepare annual program plans, present to the Board of Trustees and President’s Cabinet, manage multiple grants, and address student conduct issues. A strong understanding of online education, accessibility standards, and the needs of nontraditional learners is essential, along with knowledge of emerging job markets for the coming decade, and using data to improve the effectiveness of programs, support student success, and meet institutional and industry goals. The Associate Dean supervises managers, faculty, classified employees and temporary employees in a program with more than 5,000 registrations each term. Supervision and evaluation of employees, as well as budget management, are key responsibilities. The CTE Department manages a Career Skills and Resource Center at the Anaheim Campus, offers a book loan program for students, and provides a hands-on lab for those enrolled in the Google IT Program. Students in the Pharmacy Tech, Medical Assistant, and Personal Care Aide courses gain practical experience in specialized labs designed for individualized skills development.

Primary Purpose:Under the direction of a Vice President or Dean, this position provides leadership in the administration and development of an instructional area; responsible for performing a variety of administrative and supervisory duties related to the functions and activities of the North Orange Continuing Education (NOCE) Career Technical Education programs.

Job Description:Provide leadership in the administration of the NOCE Career Technical Education programs, including resource development and personnel management, in accordance with laws, regulations, District policy and collective bargaining agreements; participate in resolution of contractual issues as needed.
Develop and update program plans, goals and objectives, including staffing plans, facilities, curriculum and educational philosophy aligned with the District’s Educational Master Plan and Diversity Equity, and Inclusion and Anti-racism goals; collaborate with administrative leadership and faculty to engage in short- and long-term academic program planning; assure consistency of plans with other NOCE plans.
Plan and coordinate course offerings; work with faculty and staff to support the efforts of the program; develop and prepare faculty schedules and room assignments; visit program sites and classrooms to monitor and evaluate program effectiveness;assist in the preparation of the catalogue, class schedules, and other public information materials for assigned programs; engage and collaborate with other campus partners as needed.
Supervise the planning, development and recommendation of new courses aligned with the appropriate accreditation standards that promote equity and success to support the diverse needs of all students; review standing courses and recommend deletion of courses no longer appropriate to the curriculum; maintain current course outlines to accurately reflect the instruction program.
Develop and prepare the annual preliminary budgets for assigned programs; monitor and control budget expenditures; direct the preparation and maintenance of detailed and comprehensive reports, records and files regarding programs, operations, and activities.
Determine appropriate equipment and supplies for the instructional area in accordance with established District policies, accessibility standards, and laws; submit textbook lists and requests for supplementary materials, audio-visual and other instructional resources.
Direct the preparation and maintenance of detailed and comprehensive records, reports and files related to program personnel, facilities and activities; ensure the collection, recording and reporting of required student enrollment data.
Conduct outreach activities and serves as a liaison with local high schools and community agencies to promote program enrollment and effectiveness; foster an instructional culture that relies on data-driven decision-making in the development and ongoing improvement of student success measures.
Maintain communication with District and NOCE administrators, faculty members and classified staff to resolve conflicts and issues, exchange information and coordinate program activities.
Train, supervise, evaluate and direct the work of personnel as assigned; participate in selection and hiring processes.
Plan, organize and arrange appropriate staff development programs and activities for faculty and staff; provide comprehensive onboarding for new employees and appropriate staff development training.
Engage in participatory governance processes and activities; organize, attend, or chair a variety of administrative and staff meetings as required; serve on committees and special projects as assigned; coordinate programs and services as appropriate with other District and college personnel.
Maintain current knowledge of instructional methods and new technologies pertinent to assigned programs; learn and apply emerging technologies and advances (e.g., computer software applications) as necessary to perform duties in an efficient, organized, and timely manner.
Demonstrate sensitivity to and understanding of the disabilities and diverse academic, socioeconomic, cultural, and ethnic backgrounds of students.
Provide leadership in District/College efforts to increase the diversity of faculty and staff, to address student achievement gaps, and in the creation of a welcoming and inclusive work and educational environment.
Assist and promote the growth and success of a diverse population of students and employees through the development of interculturally competent and equity minded management and leadership abilities. The ideal candidate should have experience in this area with African Americans, Latinx, Native Americans, Pacific Islanders and other disproportionately impacted students and employees.
Perform related duties as assigned.
In addition to the essential functions, the Associate Dean I, Career Technical Education may participate in the development and administration of supplemental grants related to assigned programs.

Minimum Qualifications:Possession of a master’s degree from a regionally accredited institution and at least one year of formal training, internship or leadership experience reasonably related to the assignment.

Desirable Qualifications:Possession of a master’s degree in education, nursing, or vocational field.
At least two years’ management experience in postsecondary education.
Experience with curriculum development and educational program administration.
At least two years’ teaching experience in a community college or continuing education environment.
Prior experience with grant applications, implementation, budgeting, and reporting.
Experience collaborating with faculty, staff, community leaders, and partners in programs and initiatives that are specifically designed to assist historically underrepresented students achieve their educational goals.
Prior experience in approaching work and interactions with colleagues and/or students in an equity minded manner. Ability to provide an inclusive and welcoming work/educational environment.
