HCCC serves more than 20,000 credit and non-credit students annually. The College offers more than 90 degree and certificate programs, including award-winning English as a Second Language; Science, Technology, Engineering and Mathematics (STEM); Culinary Arts/Hospitality Management; Nursing and Health Professions; and Humanities and Social Sciences. The HCCC Culinary/Hospitality Management program was ranked number six in the U.S. by Best Choice Schools. The College’s School of Continuing Education and Workforce Development offers cutting-edge, industry-recognized, stackable credentials in alignment with high-priority workforce needs.
HCCC has partnerships with major four-year colleges and universities in the greater New Jersey-New York area and beyond, accommodating seamless transfer of credits for further undergraduate and graduate education.

Essential Responsibilities:Leadership and AdministrationProvide visionary leadership for CTE programs, ensuring compliance with federal, state, and local regulations.Facilitate and coordinate a college-wide plan for Perkins’s project funding aligned with the College’s strategic goals and priorities.Develop and implement strategic plans to enhance CTE program offerings and improve student outcomes.
Program Development and EvaluationCollaborate with faculty and staff to design and enhance CTE curricula that meet current industry standards.Assess labor market data to ensure CTE programs align with workforce demands.Facilitate the Comprehensive Local Needs Assessment (CLNA) in coordination with relevant institutional offices and ensure meaningful stakeholder involvement.Implement and oversee evaluation processes to assess program effectiveness and recommend data-driven improvements.
Grant ManagementOversee the annual Perkins application process, including coordination with the Grants Office for timely submission.Ensure proper approvals from HCCC President and Cabinet members for the application.Draft, edit, and finalize narrative portions of the application and amendments in collaboration with the Grants Office staff.Develop an annual budget that reflects the priorities and strategies from the CLNA and manage budget negotiations with the State for approval and modifications.Provide oversight and support to Perkins-funded programs to ensure spending and activities conform to Perkins’s deadlines and procedures; and proper documentation is collected, maintained, and reported, including student eligibility, program activities, and data transmission to the Office of Institutional Research and Planning (I&R) for reporting through the Vocational Education Data System (VEDS).
Stakeholder EngagementAct as a liaison with local and regional workforce agencies, employers, and industry partners to promote and expand CTE opportunities.Build and sustain relationships with business and community leaders to support program development and student employment opportunities.Represent HCCC and its Perkins CTE Program in meetings and engagements with State Perkins Program Officers and at Perkins-related events, including biweekly affinity group meetings of Perkins Directors/Coordinators from New Jersey community colleges.Ensure the timely appointment and convening of Perkins stakeholders, including representatives from secondary and post-secondary education, workforce development boards, businesses, parents, and students, as required by federal and state regulations.Update and collect Advisory Board information as required by grant.
Compliance and ReportingEnsure that all CTE programs comply with district, state, and federal requirements.Prepare and submit required reports on CTE program progress and Perkins’s plan objectives to state and federal agencies.Conduct regular audits and evaluations to ensure compliance and effectiveness.Coordinate with faculty/staff, the Accounting and Procurement Office, to ensure spending aligns with the Perkins budget, troubleshoot spending issues, and propose budget modifications as needed.
Professional DevelopmentProvide professional development opportunities for CTE faculty and staff to enhance instructional practices and compliance with Perkins’s requirements.Stay informed about trends and best practices in CTE and workforce development to ensure program relevance and quality.Qualifications
Qualifications
Bachelor’s degree in Education, Career and Technical Education, Public Administration or a related field)Minimum of 2 years of experience in CTE administration, grant management, or a related field.Strong leadership, organizational, and project management skills. Excellent communication and interpersonal skills, with the ability to present complex information clearly. Proficiency in data analysis, program evaluation, and budget management.Relevant state certification or licensure in education or administration may be required.Some travel may be required for meetings, training, and program-related activities.Flexibility needed as position may require occasional evening or weekend work.
